My understanding of the term "placeholder" as used by Q means that legal actions have already been commenced and that the actions may be broadened to include any number of co-defendants at a later time for the purpose of tolling any statute of limitations defenses that may be asserted by the so far unnamed co-defendants. Is this a correct interpretation anons or is there something more to it?
