They allowed in "early" votes, and allowed errors to be fixed, after the deadline. They did not follow the letter of the law. I think that if that had been done, McSally would have won.
But in the spirit of fairness, or because she had no choice, McSally agreed to a compromise where her strong counties would also allow late fixes to ballots. But her voters were able to follow instructions the first time and didn't need it.
I think McSally made a mistake if she had a chance to refuse that compromise. I felt at the time she'd lose under those rules. And she did.
But they should have changed rules for the next election, not this one after the fact.
