DHS won't actually arrest these criminals before the certify (thus steal) the election. Just like waiting for the shop lifter to leave the store to demonstrate their intention of theft, they let them complete the crime so the charges stick.

They already have the evidence and the guards are watching. The minute Florida and Georgia certify the results, DHS swoops in.
