E is emergency…you don't wake up the President at 3 in the morning to tell him about the ballot BS…you tell him the nation is facing a threat bigger than the usual string of emergencies at that high level.

I use to have to calm my staff officers from calling admin BS 'emergencies'…I told them, 'emergencies have blood coming out of them' otherwise it's urgent, but not an 'emergency'. I suspect this had elements of both. My 2c.
