You need to do more history anon. Maryland was the first place captured by the Union. Maryland had politicians thrown in prison with no Habeas Corpus. The Union knew they could not let Maryland go because DC was surrounded so they made sure Maryland was dominated right away. The Mayor or Baltimore tried to break away. They tossed his ass in jail for no crimes committed.
