Not the germans I have observed, sorry. It's not shame, and it's not duty: It's more they have been robbed of their pride (due to history and the subsequent brain-washing), and care nothing more than about their cars, houses & their little lives.
The majority of them had been obediently following some leader forever (call it kaiser, fuehrer, chancellor whatever) – and only if you deprive them of their most substantial needs (like food), a couple of them will rise up, and become the new "leader", who all the rest follow.
I call them the perfect sheep – or better ants, as they can work hard.
But it's not "duty" – it's rather a lack of different perspectives. East-Germans know (if only) a bit better, since they have had a successful "uprising" before, and seen what state corruption and lies look like.
But that's only my 20 years of growing up their, and having left the country never to return about 15 years ago.
