My theory is that he was also in the game, but mislead on the reasons.
I think he was convinced by western intelligence that the Leviathan gas field deals were being infiltrated by Turkish/Russian interests, and THAT is why he got involved with Mifsud, Downer, Israel, et al.
But like with Carter Page, they used his undercover role against him as a reason to spy on him.
