Law does not state that person will be stopped from voting without proof of citizenship…even though it is illegal. Will simply be limited to voting for federal offices. Explains US Senate having roughly 300K more votes than Govenors race.
Therefore all “federal voter only” ballots should be challenged as they are subjunctive to US citizen requirement. That is the real question.
