Every single time, all heavy white areas which have recently seen a huge influx of out of towners, illegals and homeless and then… baam… fire.
To my knowledge, yeah. Napa is a heavy conservative area which has recently been dealing with fraud by the local vote counter (see John Tueter if interested) which the Grand Jury finally went after, Santa Rosa dealt with same issue, Paradise same, Chico same, Orange same, etc. The areas all deal with or have dealt with both fraud in voter registrar office and then fires to my knowledge.
The Tueter issue is especially fucked as he tried to force the courts to make all GJ notes public along with the whistleblower which the fucking court agreed with (local, his friend) and then sent it to the CA AG (Berrerra) and despite huge evidence they denied request by the GJ and citizenry to prosecute… then baaaammmm… fire.
I don't think it is DEW but is a coordinated fire starting by people connected to higher ups. There have been many court cases and weak slaps on wrists for these fires but the media has not ever followed up to tell the public, example:

I will put it to you this way. In terms of one fire, the biggest last year, I had the best view of anyone in the area given my homes position and being high up, especially when I went on the roof. I saw with my own eyes that three of the five points sparked up out of nowhere and they were nowhere near each other (ie: the wind didn't carry embers to start new locations).
At 1:17 AM when I smelled the fire I saw it burning in two locations (not close to one another), I went on the roof, and immediately on the other side of town I saw three more (not close to each other) spark up. I saw no beam or anything from the sky and I was right in the middle of it. HOWEVER, there were helicopters flying about which was extremely odd as we have no pad here and it was an uncommonly windy night.
I recorded all this of course and have planned to sell it to PG&E given how they are being sued out the ass by these frauds at moment but I have been busy and haven't contacted them. But yeah, I have that video and I saw the whole thing unfold right when it was unfolding and I saw nothing from the sky except choppers around (three) which was very odd.
Could it be both? Sure, I guess it's possible. Do I think it was? No, I think this was a coordinated plot to burn those areas up and try to get funds from the fed and bankrupt PG&E so they could take over the grid much like the Oroville Dam issue.
Definitely odd they were flying around at 1 AM with no pads around and the fire hadn't even erupted yet. My money is on them dropping something. What is was, who knows, but this area never and I do mean never has any choppers around and the closest pad is a hospital which only has one chopper and wouldn't be cruising the air at 1AM anyhow.
So my money is on a coordinated dropping of something in five key areas on a very windy night by those three choppers. I know of no pads other than the hospital so no idea where they came from. They weren't police choppers though.
Unless the DEW was mounted on a chopper I don't think it happened that way.
Although helicopters would definitely be the best delivery system if one had control of the local air tower to make it appear like the skies were clear when an investigation occurred.

Hard to say, I never saw any specific light beams and it was a very clear, though windy, night. Although it was odd and there were a few lightning flashes which in itself makes the choppers being up even odder. I firmly believe those three helicopters delivered or did whatever it was that started the fires and if PG&E ever needs a witness I would say the same thing to them. I don't believe they were at fault from what I saw.
Yeah but this was 1AM so no sun source and no beam that I saw. Is it possible? Sure, but from what I saw I didn't see anything to make me think that is what happened.

Well the current conspiracy many on the net (not so much here thankfully) are trying to sell is some fucking Goldeneye like laser from orbit and I am happy to say I was there and didn't see any such death rays lol. No it was either the choppers dropping/igniting key areas within (literally) nine minutes of eachother from a huge radius OR some assholes on the ground did the same thing.

It should also be noted the start areas are fairly woody with very few around. I never saw any explosion so I initially ruled out a big napalm drop but it's possible. I mean, shit, it would be easy to even just drop a molotav given how dry the areas were and then shutting down local fire units for four hours while it spread beyond containment while most slept and didn't even know about it.
Most of the area woke up to a huge inferno around them due to the fact that local LE and leadership did nothing until 513 AM (4 hours later) and by then the media was in the area and they were who alerted most.
But yeah, dead of the night, wait for windy conditions, send up choppers to drop fire starters in five key areas, wait four hours, fire rages by that point, blame PGE/Climate change, beg POTUS for fed funds.
