Dear Q - "all enemies foreign or domestic"

How can we consider "Operation Torch California" to be anything other than an act of war. Whether as a land grab, or some other motivation, the ppl of Calif are being deliberately killed and destroyed. If the State of Cali. has gone rogue, does the federal gov't just stand back and watch ?
