while i agree that the plan MUST have this matter well in hand at this time and also the other points made in this excellent post i am not sure about this statement:

i am now digging but so far find no such requirement - election is by design complex and difficult to apply - designed to PERMIT fraud

NOT the part about crime has to occur

crime occurs even before election it is called conspiracy

but once accomplished it is election fraud

part i questioned was certification requirement
