Posted several times in previous breads - in 2011, 2012 Broward County received more than $95 Billion Dollars in government awarded contracts. In 2013 it was nearly $114 Billion. Seems easy enough to have a surplus with that kind of government backup. The majority of the money was awarded by DHS.
