If you watch Eric Dollard's video he describes an apocolyptic event with power lines…. Pretty sure that Both COULD be possible: DEW could be directly targeting strategic locations/people, with a few spread out nearby to make it look good, AND same or similar EMP/similar can target and disrupt the local grid in a way that lights up the lines like the 4th of july.
