Yo, just chiming in to report that I have previously served in the official role of public affairs/crisis communication responder/emergency responder for a military Command. When communicating with the media about an incident, you would never say "All I really know at this time is …" - No - you are speaking as the voice of the Command. It would be 'we' or 'us'. You would phrase it as "The information available at this time is the last communication was with the FAA etc etc." You are taught to never say "I" or "me" or "my opinion", because it is NOT anything about you or your opinion or what you know. You are reporting official information to the media on the behalf of the command, you are the voice of that command. So the fact that he says "All I know at this time is…" makes it very probable that this is not a real public information officer for the Coast Guard.
