In September 2018 Governor Moonbeam signed a bill into law in California that allows PG&E to pass on all fire related damage claims to the utility customers for the damage from what was dubbed "the wine country fires," which covered Central CA, including Santa Rosa. I wouldn't be too surprised to see them add "the Campfire blaze," to the bailout.
