It is a fact that thermite reactions can be created with powdered Aluminum and either Barium Nitrate or Barium Peroxide.
However, I suspect that people are shooting something like a firework loaded with the thermite materials. If you make the shell out of aluminum, it should burn up entirely or else melt into a puddle indistinguishable from other aluminum unless a forensic analysis is done.
To prevent forensic analysis, the arsonist need only torch so many objects that the system is overwhelmed and it no longer appears to be an arsonist attack.
Look at what Russia has been doing with education. They are far from perfect but some things are done right.
First, they value knowledge and reward kids who are smart. The whole culture values good grades and does not coddle dumb jocks. They have high expectations at college level meaning that you should be working hard, 16 hours a day to keep up. Huge amount of reading is required.
Good teachers are valued and awarded, even at the Federal level. The President himself hands out teacher awards in an annual Kremlin ceremony.
Diverse education. They understand that some people are artists, some are engineers. They support diverse outcomes, figure out what you personally are good at, and then provide the support to be excellent at that field. Some may have noticed a similarity to the pattern in Russian warfare, attack the enemy on all fronts, find the weak points, send reinforcements to the successful battle group.
They have special after school programs, and even special centers for kids who have an interest in Science, Technology and Engineering. Many kids with high functioning autism gravitate to these subjects and these programs help them excel. This is part of the reason for the resurgence in the Russian military that was unveiled in Syria. They had young innovators working alongside older experienced engineers with the same goals.

No way will it bring down the House of Commons. It might bring down the government, but the House represent the people of the UK, and only an armed revolt could bring down the House. Even the Civil War did not affect the House of Commons as an institution.
