Most likely a test or training flight. U-2 planes often fly similar profiles.

The proximity of the Naval Air Warfare Center and Edwards AFB and the four parallel tracks aligned NE/SW would support this along with a variety of 'target' areas.

A large urban area (LA), a smaller town (Bakersfield), a run along the main route from LA to Bakersfield, forested areas, airbase etc.

This would give the pilot and equipment a thorough and useful workout.

Not just their optics but their electronics too.

They are also much more flexible that a satellite that passes over one or twice a day at the same time.

Each sensor has a limited optimum range that is why they make a set of parallel or criss/cross runs to get a good overlap & not miss anything.
