Another fair point is to consider where construction anon lives. If it's a somewhat liberal area, it'd mak sense if most of them are still brainwashed resistance types.
Where I live for example (New England), there will be a VERY high concentration of the 4-6% lost here that it'd seem like it's much higher. But if I lived in a spot in flyover country/rust-or-bible belts, it'd seem much smaller for sure.
