You have to pick the right people.

Some agencies (FBI for example) leak for a living. Their senior folks would give up grand jury shit in a minute, they sell everything else, right?

But not everyone is a traitor. FBI IG (Horowitz) and his team are solid. Q's also said most of the rank and file are, too. And you can find plenty of trustworthy, pissed-off patriots in the other branches, too.

Also, a significant number of the targets are less well known and not really identified by us as Cabal, it's not all celebrities and named players. Those are the cases that get farmed.

61k sealed cases in 94 districts. It doesn't take a genius to figure out that more than 470 are doing work on this.
