it sounds to me that people who didn't actually vote, still 'voted'–because Democrats 'voted' for them by forging their signatures. This action (i.e., your screencap) looks like the state is trying to LOOK like it's doing the right thing by letting people w/ mismatched ballots correct their vote. BUT… what anout people who don't correct their vote??? (we already know they're lazy and didn't vote the first time, so…) It's probably just going to stay as a vote for Democrats–which is still bullshit.
