The original "Langley" whom CIA headquarters location was named for, had that weird neck! Or so the image tells.
I looked for the geneology of the name after reading some from this website on the history of the location.

The other night an anon posted in regard to the anomalous fires in California stating to look where the U.S. airforce academy was located; and that would explain everything.
I recalled a few things relating to the Air Force.
