This always happens in fires. A neighbor or friend puts someone on the "missing" list and the person is just actually at a friends or relative's out of area, etc.
And they don't even know they are on a list.

Plus with all the smoke - people go far.
I live about 70 miles west and the smoke has been so bad you have to stay inside with an air cleaner on 24/7.
