What is this a coincidence with? It looks to me like continuing incompetence from the Broward County officials.
More likely explanation as to why Broward County was late.
It looks like a movie/TV set for something.
There is a crashed and burnt helicopter (we would have heard about something like that), no reason for the vehicles to be there, no path for fire to spread between vehicles, and they all have black cables running between them (probably for lighting).
