Here's how I will burn down all the houses in your block. Every last one of them.

I need a tool for crimping on smart meter seals, a bag of new seals to install, a cutter to remove the existing seals, and a bag of shaped thermite blocks to fit inside the smart meter with fuses installed that can be lit by shorting across the 120 VAC and a simply timer circuit that will work off 120VAC.

I go to each house, cut the seal, place it in the waste bag, open the meter, position the thermite block, attach the fuse wires (which should be prepared to just hook on existing wires like a clip), close it up, put on new seal, crimp it, and move on. To me it looked like it could have been some kind of mortar, like a fireworks mortar, firing a special shell made of consumable material like magnesium, that exploded and scattered a bunch of thermite pellets.
