Broward County's recount was turned it late, suspiciously intentionally, because in their recount, Scott gained 800 votes and they didn't want to report that, so they turned it in late so it wouldn't count.

YES, and by missing the recount deadline by 2 minutes, the vote count resorted back to original vote count.
Their recount number , which gave Scott another 700 votes over original count, was thrown out because it was late.

They are doing hand counts on ballots which were not counted originally due to some discrepancy in marks.
These are called the over/under votes.
At least, that is my understanding.
Don't know how many of those votes there are.
