Do brakes smoke when they go out? I'm no mechanic but it seems like if brakes "go out" they either fail to function (no smoke) or they lock up (smoke but causes slowing). How do all brakes go out at once while smoking but not slowing vehicle?

I'll add my theory, the car was remotely controlled. The brakes didn't go out, the gas was stuck causing the brakes to smoke and seem as if they weren't working.
