I know of one civilian company that analyzes images based on machine learning algorithms. Basically the machine learns how "true" CP images or drug related messages look like and it uses an algorithm to scan through other images (they work with the police) and find things that belong to these topics. The method basically is "if it is close enough to what the machine 'understands' to be the real thing, it will trigger that it found something". It doesnt perform a deep analysis from what i understand.
I do however think that actual technologies that can scan and analyze images (not just using machine learning) on the level of accurately analyzing meme texts mostly exist in the agencies/military, it still is underdeveloped in the civilian area i think. Had it not been, twitter wouldve used it to censor memes.
