Spraying chemicals into the stratosphere on the scale that is being claimed would be far too expensive. I think it's plausible, even likely, that the military has done experiments to perfect weather modification for use during war. But I don't think there has been a concerted effort to do anything nefarious, be it poison to affect our health or to suppress decomp of dead vegetation to make forest fires worse. The only slim possibility I see for the chemtrail idea is if the new engine tech or changes in fuel composition now produce more particulates in jet exhaust. And I can even see the possibility of the latter even being done intentionally as an effort to mitigate climate change.
