If anyone wants to dig deep, specific RF's are listed that generally cause various reactions in individuals, but they have to be calibrated. Again, they're ELF frequencies.
The mega-hertz and giga-hertz cell phone signals don't do this at all and claiming they do will get you "debunked" in a heartbeat.
HOWEVER, the MHz and GHz signals can be used as carrier waves for the ELF signals.
So, ELF signals can be either broadcast generally using the cell phone signals as carrier waves to induce public euphoria, rage, paranoia or whatever, OR, it can be directed at a specific phone number. That would require a specific chipset on the phone or in the OS.
I'm working on this dig right now, I'm guessing that's the major reason Eric Schmidt was in NK, which is an experimental playground. They could experiment with cell phone mind control on the population with impunity, both generally and specifically. That is what Q's posts are implying.
I see a dual-meaning on a lot of things as far as the recent phone posts have gone, especially as they tie into the MKULTRA and big pharma with the word THERAPY.
What is the [x] Q referred to? The duration of therapy or the designated phone that could carry out the therapy?
At the same time, what medications are being saturated into the population to make them more susceptible to RF brain entrainment / mind control?

I think plenty of people can imagine a private internet. What better place than NK to test both broad spectrum mind control using the cell towers as well as the specific impacts using specific cell phones?

Yes, they have cell phones and cars in NK.
A cell phone is a radio transceiver. Satellites have broadcast capability and while the cell phone can't get a signal up to the satellite that would do any good, they don't have to do anything but receive.
The satellites can broadcast to the cell towers for relay to the cell phones or possibly (depending on the chipset and OS) broadcast straight to the cell phones.
