There is no way to guess what numbers of people will actually turn out to vote. Early voting makes the guess easier, however, the 10% you claim are flip voters, or wishy washy is actually closer to 25%. Some say as high as 40%. Plus numbers of new voters and so on. This should all be unknown to government. Registering to vote makes them have more control over the voting process. It is also against the 4th amendment IMO
