The "actor" we have been waiting for in this movie is the stealth bomber Whitaker. He is the "Acting" Attorney General, and have come in for the sole purpose of blowing the lid off of everything, then allowing Gowdy to come in and run the operation without people being able to point the finger at him.
I don't. Disinfo is necessary, it can't look like him coming in was the plan all along. Of course I could be wrong on him coming in to the position, but the way things are being set up, and the way he left the house being viewed as a moderate sets the stage for him being accepted in to the position by those on both sides.
