There is no way to force him out. The last guy retiring was a whole new thing (was done before but extenuating circumstance then, as there were 3 Popes). Frank would have to walk away by his own choosing, as Ben did before him.
Frank controls the bishops too, he pulled an end-around with his appointee as leader at the USCCB meeting last week. The Americans are pissed and want their Church back (along with the Cardinals in Africa and deposed ones in Asia), but the Jesuits ans Social Justice Warriors seem to have wrested control of the important hierarchy.
It will be interesting to watch how it plays out.
