While Mr. Mueller is widely respected by the Democratic and Republican Parties, some lawmakers expressed reluctance about making an exception to the 10-year term limit. Congress imposed that restriction in 1976 to help ensure some political independence for the bureau and to prevent future directors from amassing the level of power wielded by its longtime director J. Edgar Hoover, who had died several years earlier.

A disagreement also arose about the constitutionality of simply extending Mr. Mueller’s term. Eventually, the White House and Republicans agreed to a two-step process: Congress passed legislation creating a special two-year term lasting until Sept. 4, 2013, and making a one-time exception to the 10-year limit for any person to be director.
