Any means ANY, meaning that anyone can make an allegation of any government employee. Once there is an allegation, there is a list of specific procedures that the Special Counsel HAS TO FOLLOW, including notifying the subject of the allegation.
If, in connection with any investigation under this subchapter, the Special Counsel determines that there is reasonable cause to believe that a criminal violation has occurred, the Special Counsel shall report the determination to the Attorney General and to the head of the agency involved, and shall submit a copy of the report to the Director of the Office of Personnel Management and the Director of the Office of Management and Budget.
So, the chain of resporting is not limited to the AG's office, but ALSO THE OPM DIRECTOR & the OMB DIRECTOR.
