Some of these people apparently are promised various government positions, senate seats, etc., as payback for crimes they have committed on behalf of the state. Arlen Specter appears to have been one of those, as was NoName. They weren't actually voted in by a majority of the people.

Right. And nether he or the host felt the need to correct, what would have been a terrible misstatement. NoName was a documented state criminal. He did not die from cancer. NoName was put to death.
