Oregon Loses Track Of 1000+ Convicted Sexual Predators

 

Another day, another scandal in Oregon. This time, it’s the Oregon State Police and Oregon Department Of Justice who are taking heat for losing track of over 1000 convicted rapists and child molesters. The reason? A loophole in state laws mean that only a small percentage of the sex abusers are required to be listed as registered sex offenders.

 

And now the state police are trying to cover it all up and blame the legislature.

 

KATU reports:

 

Oregon is home to the most sex offenders per capita in the U.S. The National Center for Missing and Exploited Children says there are currently 679 sex offenders per every 100,000 people in the state. The group says the national average is 274 per 100,000.

 

Due to complex legal requirements Oregon’s public sex offender website currently only lists about 2.4 percent of the state’s nearly 30,000 registered sex offenders.

 

KATU also discovered the website does not list more than 1,000 sex offenders the state has classified as predators.

 

And it wasn’t easy to find that out.

 

Oregon State Police (OSP), which oversees the state’s sex offender registry, initially tried to charge a KATU reporter $200 for much of the information in this story. But through multiple emails the reporter appealed and OSP gave it to him for free as the agency has in the past.

 

“If I can tell my story and help only one person, that’s great,” explained Trisha, who said she also hoped to hold the state accountable. The alleged rape survivor asked KATU not to reveal her last name.

 

Trisha said in February 2016 she met Alberto Baez Jr., 47, in Eugene. The single mother of two girls told KATU she moved in with him in Salem soon after.

 

“I liked him,” Trisha explained. “He was charming. He was nice. He was funny.”

 

But then Trisha said something strange happened.

 

“I kept getting phone calls and messages from people I knew, people I barely knew saying, ‘You know he’s a sex offender, right?’ And I didn’t want to believe it,” she explained, saying one of those people was Baez’s ex-wife.

 

She said she checked Oregon’s public sex offender website anyway and Baez wasn’t on it.

 

“So I was like, ‘These are people just trying to, you know, stir the pot,’” she said.

 

What Trisha didn’t know is Baez, a registered sex offender the state’s parole board labeled a predator, was convicted of two counts of third-degree rape in 2008 and three counts of second-degree sex abuse in 1994.

 

OSP told KATU Baez was put on the public website in 2010 but taken off the next year after a community corrections officer lowered his supervision.

 

“We had a very violent relationship,” she said. “He did some awful things to me. … I looked at it as probably torture.”

 

In April, Baez, who’s now in prison, was convicted of three counts of second-degree assault as well as unlawful use of a weapon and witness tampering related to attacks on Trisha in 2016 and 2017.

 

“He used to burn me with meth pipes,” Trisha said. “He took a lighter and put it to my back, so I had a burn there. … At one point he hit me over the head with a cutting board. … Just to protect my head and my face I threw my hands over my head. … He broke my fingers and plenty of other things.”

 

Baez is also currently charged with kidnapping and menacing Trisha as well as raping her repeatedly and he faces counts of sex abuse and possessing child pornography.

 

“Why he wasn’t on (the website) prior to that, I can’t answer,” Dylan Arthur, executive director of Oregon’s Board of Parole and Post-Prison Supervision, told a KATU reporter in October.

 

Oregon’s public listing of around 2 percent of the state’s sex offenders is extremely low compared to neighboring states. Idaho publicly lists 100 percent of its registered offenders, Nevada lists 90 percent, California lists 83 percent and Washington lists 33 percent.

Judge calls female genital mutilation ‘despicable’ – then issues a stunning decision

 

A federal judge has ruled against a federal ban on female genital mutilation despite calling the practice “despicable” in a stunning ruling Tuesday.

 

“As despicable as this practice may be…”

 

Female genital mutilation is a religious practice carried out in many majority Muslim countries, although the Koran does not specifically command the operation. However it is condoned by Muhammed, and some scholars say ordered, in a Hadith, a separate part of Islamic scripture.

 

District Judge Bernard Friedman said that “as despicable as this practice may be,” Congress had overstepped its constitutional power in banning the operation, and said regulation should be left up to the states instead.

 

“As laudable as the prohibition of a particular type of abuse of girls may be, it does not logically further the goal of protecting children on a nondiscriminatory basis,” Friedman wrote in his decision.

 

He also dismissed federal charges of conspiring to commit and committing female genital mutilation against a doctor and others from Detroit, Michigan, who were accused of inflicting the practice on seven children.

 

The case was the first test of the federal ban on female genital mutilation.

 

“My client is ecstatic”

 

The defendants in the case still face other charges despite Judge Friedman dismissing those having to do with FGM.

 

“He wrote a well-reasoned opinion and we are happy to see that his conclusion about the constitutionality of the law matched our analysis as well,” a lawyer for the defendants said in a statement.

 

“My client is ecstatic, but she’s still nervous because she still faces other charges in federal court,” she added.

 

The attorney argued in court that the practice was a “benign religious ceremony.” Her clients are a part of an Indian sect of Islam called Dawoodi Bohra.

 

“Outrageous.”

 

Human Rights activist and former Muslim Ayan Hirsi Ali decried the ruling from her social media account Tuesday.

 

“Outrageous,” Ali remarked. “Federal judge throws out US law criminalizing FGM. Cutting girls genitals is a crime and must be prosecuted.”

 

Female genital mutilation has been condemned by the World Health Organization as a human rights violation.

New Jersey sets aside $2 million to pay legal costs for immigrants facing deportation

 

 

The state of New Jersey will allocate more than $2 million to pay legal costs for low-income immigrants who are facing deportation, Gov. Phil Murphy announced Monday.

 

According to Fox News, the Democratic governor’s announcement was met with condemnation from some Republicans, such as Assemblyman John DiMaio.

 

“The spending choices of this administration are indefensible and irresponsible,” DiMaio told Fox News in an email.

How will the money be distributed?

 

According to the budget, two legal organizations will each get $925,000, and two universities will each get $125,000.

 

The larger payments will go to Legal Services of New Jersey, a nonprofit that aids low-income residents, and the American Friends Service Committee, a Quaker, immigrant-rights organization. The smaller payments will go to the law schools of Rutgers University and Seton Hall University.

Why is New Jersey doing this?

 

While U.S. Immigration and Customs Enforcement doesn’t detail how many illegal immigrants are detained in the state of New Jersey, the American Friends Service Committee said it costs about $15 million per year to pay for legal representation for immigrants in New Jersey detention facilities.

 

The organization estimates that about 1,200 immigrants are currently being held in New Jersey, while the Pew Research Center puts the number of illegal immigrants in the state at about 500,000.

More opposition to the move

 

State Sen. Kristen Corrado objected not only to the amount spent, but the idea that money given to organizations would be earmarked specifically for immigrants, therefore making it unavailable to others who may need it such as senior citizens and veterans.

 

“When Legal Services already turns away many people who are desperate for help due to resource limitations, we shouldn’t limit how new funding can be use,” Corrado said.

Utah election called between Mia Love and Ben McAdams – and it’s bad news for Pelosi

 

The Associated Press has called the race for one of Utah’s seats on the U.S. House of Representatives as Democratic challenger Ben McAdams appears to have defeated Republican incumbent Rep. Mia Love.

 

Bad news for Nancy

 

The popular Haitian-American Republican lawmaker almost overcame an initial lead in the ballot count to the Salt Lake County mayor, but later results led to McAdams making up the gap.

 

Ironically, although this victory will give Democrats yet another seat in the House that they won from the Republicans, it is bad news for House Minority Leader Nancy Pelosi (D-Calif.).

 

This is because McAdams would represent a crucial vote in Pelosi’s campaign to secure the speakership of the House, and he is one of sixteen caucus members who signed a letter announcing opposition to her leadership.

 

McAdams’ victory would flip a red seat to the Democrats and increase the net gain of Democratic seats in the House to 38.

 

McAdams 739 vote lead also puts him just outside the 0.25 percent recount margin, at 0.28 percent of the votes cast.

 

The McAdams campaign declared victory earlier Tuesday in a statement made before the media.

 

“What we are hearing from election officials is there are just not enough votes outstanding to make a difference either way,” McAdams said. “I am eager to get to work to represent Utah’s 4th District.

 

However, as his statement notes, there are still some votes outstanding, and Love has yet to concede the election.

 

“I would like to express my sincere appreciation to the voters, who along with our family, have been waiting for two weeks to get election results,” she said in a statement Tuesday. “Thank you for your continued participation in this process.”
