They can log usage times and ability to transmit data any time either upstream or load end.

What that means in realspeak:

Your appliances can communicate with this shit and report your usage (or do as commanded by the meter).

No limits on what data would be.

Can easily determine your occupancy and usage habits.

Can also squeal on you (to levy a fine) if you run your appliances at the prohibited times. (Etc)
