Cornwall, Ontario Sex Abuse Scandal

III. Graphing City Data To Locate Distribution Centers

Each city will need to be individually graphed to locate trafficking hubs, thereby identifying the types of product being moved in specific locales and revealing which organizations and groups are involved with specific operations. The most efficient way to do this in a time efficient manner is to use the “Clock Method” of mapping cities and their networks.

 

A. The “Clock” Mapping Method

The Clock Method is an analogy which looks at a city like a clock. The center of the city is considered to be wherever a Main Distribution Center or epicenter of a network is located. From the center, “hands” are a network’s shipping and transport to various locations. “Numbers” are locations where product is shipped to and from, usually where regional Distribution Centers are located. These “numbers” will manifest themselves as clusters of data on the map as various points of interest are added.

 

As investigators map out a city’s networks, searching the area both clockwise and counterclockwise will help prevent errors and missed data.

 

B. City Overview

As the map is first drawn, points of interest must be first added to reveal regional hubs within the city. General points of interest usually include entities such as Planned Parenthoods (due to involvement in organ and human trafficking), abandoned warehouses, shipping and freighting companies, bus charters or other transport potentially used for paid protestors, private security firms, VIP clubs, ports, cruise line companies, rail yards, “ghost fleets,” warehouses and logistics centers, homeless shelters, foster homes, adoption agencies, cold storage, modeling agencies and police stations are all examples of points of interest to add general city maps.

 

Consider the possibility that some businesses may have certain elements being used for trafficking, while the remainder of the organization is engaged in a legitimate enterprise (or located among legitimate businesses). For example, cold storage facilities with logistical capabilities can also be found in produce distribution businesses instead of dedicated cold storage corporations. These kinds of businesses can be easily mixed in with others in a clandestine manner which does not cause them to stick out.

 

Location specific points of interest may also be added. For example, Los Angeles’ entertainment industry means that points of interest such as film studios and genetic testing centers should be included in maps of the area.

 

Once a map has been created, a multicolored version showing different points of interest and a B&W version with only specific areas of interest included should be created for analysis purposes. Data clusters should then be focused on and in depth maps made of each area as the search centers on specific locations.
