This is MOST interesting as I'm sure it will put hard light on the FISA debacle.
Turns out it's a TV Show.

When I was in the Navy (80s and 90s), we called the Coast Guard the "Puddle Pirates". The SW designation was a common thing anyone who wanted to move up the Navy ladder had to get. Lots of study, time on watches, etc. I never saw any correlation between SW and CG. And, three years at sea (puddle)? That's not a big deal in the Navy–maybe in the CG. That "we knew how to work together before we started working together" is something only a Puddle Pirate Officer would say. Rank and File Coasties wouldn't embarrass themselves with such a ridiculous statement.
