This indictment is a limited hangout, and will expand in at least 2 dimensions.
First, they were spending 1.25 million per month, and only spent $100k total on social media ad buys. Where did the other money go? Hint - they were likely running a version of CTR.
Second, they are totally side-stepping who really funded this activity, for what purpose. This was part of HRC's pied piper strategy to start, and then became another leg of their domestic spying on the Trump campaign. Since these were offshore people, any communications with them could be picked up as 'incidental'.
