It could possibly have happened to keep him from talking. Or it's an "easy" way out for him rather than being dragged back into the legal fray.
Hayden is a BAD actor, he's one of the primary architects of the surveillance state. It wouldn't shock me if (not that we ever would) we found out Qteam assets had a hand in this.
