Definitely something odd about that jaw line. But not so strange if film wasn't developed till '64. It was common to hold onto your film till you had 4-5 rolls to develop. Then you could send them into some company in an envelope that was in practically every Sunday paper insert/coupon section. I daresay most folks processed their film in this manner.
