The excuse/justification for MK-ULTRA was North Korea, if North Korea is fake, MK-Ultra was always and only about manipulation of humans, willing deliberate harm for control. In the MK-Ultra hearing they talked repeatedly about examining past to ensure abuses don't happen in the future, …so…future proves past, events have shown the abuses never stopped, so the laws put in place to halt and ensure humans safety have been broken, and those involved can be held to account.
