All public servants, who are not presently in harms way, need to be broadcasting video and sound through portable equipment (Bodycam or such) to a dedicated channel at all times, when on duty.
It is for their own good. Otherwise, apparently, the temptation is just too much. It would also remove the ability to blackmail good men and women.
