Fair enough, I'm only saying it might not matter if a formal deal was offered to either one of them. Lynch could have made the first move. Who says they anticipated that? Meaning deals could always be fluid. Maybe they figured Comey would be arrogant…so even if a deal was seriously offered to him, they anticipated pulling it later on if he stepped out of bounds.
