Keystone/Pasco runs tons of planes, most with onboard surveillance capabilites (so they could support surveillance), they operate in more rural areas (where they could land, off load like in Mena, and be back up without anyone thinking their activites were unusual.) they follow byzantine pathways for surveying (so their paths won't trigger suspicion), and Pasco even runs a bunch of global "surveying satellites" which can probably be used as private surveillance satellites if need be. If they weren't Cabal, Cabal would have moved to take them over.

THey even have a ocean-borne fleet with all sorts of underwater sonar and surveying capabilites.
