In historic move, Sen. Rand Paul places hold on $38 billion to Israel

Sen. Rand Paul (R-Ky.), who has a history of being skeptical about U.S. taxpayer funds going towards the Jewish state, has placed a hold on the U.S.-Israel Security Assistance Authorization Act of 2018, which provides Israel with $38 billion in military aid over the next decade.

[Editor’s note: This equals approximately $23,000 for every Jewish Israeli family of four.]

This has caused backlash from organizations such as the American Israel Public Affairs Committee.

“This bipartisan legislation authorizes full funding of security assistance to ensure Israel has the means to defend itself,” AIPAC posted on Facebook with a link to “urge Sen. Paul to stop blocking aid to Israel.”

[Editor’s Note: Israel has one of the most powerful militaries in the world, including 100 to 400 nuclear weapons.]

“We are working hard to gain a final vote on this critical legislation,” AIPAC spokesperson Marshall Wittmann told JNS. “We believe that it will be enacted before Congress adjourns for the year.”

A hold is a procedure where a senator tells his or her floor leader that he or she does not want a specific measure to reach the floor for consideration, and therefore may filibuster any motion to proceed to debate the bill or other measure.

However, in this case, Majority Leader and fellow Kentucky Republican Sen. Mitch McConnell does not have to abide by Paul’s request.

[Editor’s note: McConnell has received over $1.5 million from pro-Israel campaign donors.]

Paul’s office did not respond to a request for comment.

The Senate and House of Representatives passed a version each in August and September, respectively. The former must pass its final version before U.S. President Donald Trump can sign it into law.

Controversial spraying method aims to curb global warming

NEW YORK — A fleet of 100 planes making 4,000 worldwide missions per year could help save the world from climate change. Also, it may be relatively cheap. That's the conclusion of a new peer-reviewed study in Environmental Research Letters.

It's the stuff of science fiction. Planes spraying tiny sulphate particulates into the lower stratosphere, around 60,000 feet up. The idea is to help shield the Earth from just enough sunlight to help keep temperatures low.

The researchers examined how practical and costly a hypothetical solar geoengineering project would be beginning 15 years from now. The aim would be to half the temperature increase caused by heat-trapping greenhouse gases.

This method would mimic what large volcanoes do. In 1991, Mount Pinatubo erupted in the Philippines. It was the second largest eruption of the 20th century, according to the United States Geological Survey (USGS).

In total, the eruption injected 20 million tons of sulfur dioxide aerosols into the stratosphere. USGS said the Earth's lower atmosphere temperature dropped by approximately 1-degree Fahrenheit. The effect only lasted a couple of years because the sulfates eventually fell to Earth.

Although controversial, some think that trying to mimic the impacts of a volcano eruption is a viable way to control global warming. This proposed type of climate geoengineering is called stratospheric aerosol injection (SAI). Theoretically if done at scale — and sustained — the impact can be large. The 1-degree temperature drop which accompanied Mount Pinatubo's eruption is equal to about half of the human-caused warming Earth has experienced since the Industrial Revolution began.
