The books weren't even required to be "balanced" until a few years ago. Some of that money is black ops funding, or "petty cash" used to pay off chieftains and such back in hay days of Iraq and Afgahnistan…literally boxes full of cash were available to be used as needed.

There's no secret fund that "patriots" have created. Just trillions of dollars that the MIC made a profit on, and the military incompetantly mishandled.
