The reporting on the sequence of events is all very confused.
ie, whether it was before or after the tug boat rammed the Russian coast guard vessel.
Also whether Ukraine Navy had encroached on Russian/Crimea nautical zones.
My sense is Ukraine provoked this, and the Russian defense actions are being painted as aggression.
