10 days after Huber testimony would be the first day after both Senate and House are off for holidays. Newly elected politicians in Senate and House would then take office Jan 3, 2019.

Took me a min to see the pattern.

The mins are sequential from 0 - 50, the hours are split in half 4pm and 6pm. There is 20 mins scheduled for the 4pm hour slot and the 6pm hour.

4(starts at 4pm), 10(10 min increments), 20(20 minutes spent in each hour slot)
